to the city college board of trustees for san francisco. let me begin by thanking my good friend, someone who graduated from my alma mater, somebody who worked with for many years, he has been part of the elected city family for the city college for over a decade. of course, that is mr. marks. you want to give our condolences and certainly acknowledge milton's contribution to our college, not only to his family, community, to the environment that he terrorist so much, but also to the institution of our city college that he worked so hard to improve. he took up the mantle, especially in the hard times when it was challenging already. i had a chance to express that to abby last week and let her know that we were thinking about >> thank you and welcome everybody to today's announcement of my appointment to the city college board of trustees for san francisco. let me begin by thanking my good him, certainly, were blessed with the many years of service that he and the family provided. his contributions to our education community will be sorely missed, but for the generations to come forward for wi
visit is too long, not to renew a friendship to this city which has been historic friendship and one of the most dynamic sister city relationships that we have, i noticed in our room we have other numbers of our other sister cities, manila and gosh, there's so many, cork, and other regions that also -- and our other council generals that are here today, thank you so much for coming and frn council blats for enjoying this moment, there is a lot to be gained by our sister city and especially with paris, i was informing the mayor of my first trip to paris, it's been my only trip which is why i have to go officially, but that was 1969 was my very first trip to pear ris as a high school student, as a high school choir of high school in seattle, we raised money all yearlong for us to go, i got to visit the jazz club along the river and then i got to hear for the very first time stevie wonder saying my shari amor in paris, look it up, that's why of course mayor dell way has invited me to be making my first official visit some time next year and certainly charlotte and tom and others have ju
and if i can satisfy them and they stay in the city, the tech companis will stay in the city. >> any other points that you want to talk about? >> sf city is our citizens initiative for technology and innovation. that is what i call the technology chamber of commerce and we have over 300 companies now that are members. they are helping us figure out how to make sure that the companies are here, comfortably, but also how we train the new workforce to continue this fantastic growth in employment with the technology companies. >> and these companies are paying? >> oh, yes. >> who are the most helpful companies that you have found here? >> oh, gosh, there are so many of them. i was, for example, jawbone is one of the members and they stepped up along with all the members, all the major members of city this summer to help me create over 5,000 jobs for kids. >> child labor? >> no, summer-pay internships. >> not like 6 years old building iphones. >> these were high school and college graduates, but they are all looking for jobs and they want to be exposed to this wonderful world of techno
gasoline prices are. it takes, if you want to go around the city at 30 miles an hour, it will be less than half of the power of a toaster. it's equivalent to 850 miles a gallon to be on one of these electric scooters. i think it's safe, obviously we're going train people in the right way to abide but all the traffic regulations that we have, but as i sit in my car on days where i have to wait and 7, watch these scooters go by, it's kind of like where am i and what am i doing and can i contribute even more, so it's exciting to see this happen in san francisco, to see its launch, it's exciting that it's an idea that incubated out of the hub, it's exciting to not only see that it's fun for people to get around, to be more efficient and to kind of stralgts the lanes, but it's exciting to know it contributes so much of the goals of this city, the goals that i know our department environment is leading the effort and our city is leading the effort, the board of supervisors working with my office to show case every opportunity we can to have alternative modes, and getting off of oil, it's going t
chairman of our sister city committee which has many exchanges which we're going hear about more of them today, mayor lee, you have been mayor for almost two years, and as you know, the mayor of paris has been mayor for 11 years, and look how young he is, so there's hope for you. we have just had a meeting inside and the mate -- mayor has made a promise which tom and i and matthew, we're going to make sure he keeps that promise and he says, next year, we're going to paris, so tom horn and i are going to be the advanced team, we're leaving with the mayor on a sunday when he goes back. so, may i introduce our mayor, a newer mayor than the mayor of paris but one we are proud of and we will be hoping that he is planning the trip very soon, so may i present mayor lee. in a fancy condo buildings in this city. you can have an extra count that you want to rent out, and you can find access to travelers from all over the world who also do not have the resources to spend money on a $200 hotel bill who want to say on your couch, and that is really democratizing travel, not just access to travel, but also access to the tourism economy that flourishes in the city. >> i just want to address the technology point really quickly. we try and emphasize the human aspect of this, whether it is on the website or whether it is through the iphone app. other people use a device that we built, that lets you share a car more conveniently by letting the richer unlock the car with their smartphone. even with that, we really try to connect the people who are sharing because a lot of people to accept rentals just with the kit and may never meet the people they are sharing with. we tried to encourage the parties to get to know each other, trying to just display your interest or so many things i can think of that our websites due to show who this person really is. they take their ph

[applause] >> thank you. can everyone here me? welcome to spur. i enjoy being here because every time i come here, some part of my brain wakes up that has not been woken up before. i am here to welcome you. earlier, i had a wonderful opportunity to exchange with our panel members about what they are doing and how they're doing it. . i think these panel members are here as part of their own entrepreneurial spirit. they own companies but love the city. they know the spirit of the city is one of innovation, that invites peoples and views, and smashes them -- meshes them together to see if we can make an even better san francisco. we have two other supervisors who may be coming later. we're all part of the initial group of policymakers at city hall who want to hear news views and ideas on the new collaborative economy. we're interested in it because it has aspects that have piqued our interest, about hoour environment, how to improve life for more people, how to make
. like many other cities, we are congested in our parking. parking is really a challenge in the city. for people who own vehicles, and introducing people to car- sharing programs and ideas have been a wonderful experiment for us. as you know, we have been working to create not only public garages but also in congested neighborhoods. when a private company like bmw registers their interest in car- sharing, that is a complement to the direction we are heading to be morris -- more sustainable. i want to think bmw for being here. we are in negotiations to get us into our fleet so we can utilize. unless we do it with the latest technology, people will not appreciate the mayor driving a bmw. [laughter] but we are doing it for the right reasons. i want to showcase that as we lead this country into a thought process, a challenge that our major cities, our urban settings can have solutions to our parking problems, have sustainable mobility as part of our alternatives in the vehicles and car-sharing as a principle for us to join our automobile makers as well as our vehicle owners and rentals a
fee nova whose ceo, a member of the city sister committee is with us today. there are many other examples of successful and flourishing business and commercial relations between our two cities, an atmosphere made part in possible due to the close working relationship between our two close municipalities. finally, as each of the mayors before me, i must comment on the world of art and culture of which san francisco and paris are two world capitals. our cultural exchanges are often, live the highest quality. many san francisco cultural institutions of every size perform frequently in paris. san francisco's symphony presents every year in paris and the new president of their board of directors is here today, so also deshanty clear, a smaller men's choral group, a member of our committee is here today as well. and parisian artists are often in san francisco in the region and they're always warmly welcomed. at this very moment as the mayor said earl ye, we are pleased to welcome to the bay area e man yell, director of st vil de la paris who will be presenting tomorrow the and the next
, no budget, which i am really proud of. come join my team. i am bootstrapping things. cities are the original sharing platform. we manage parking through parking meters. we manage books through public libraries. we manage our natural resources through parks. cities have played this role. in this bidding we're having this conversation in san francisco at -- it is negative beating -- it is fitting that we're having this conversation in san francisco at spur. i think it is off somewhere one of the first cities, i think the only city, and has put together a working group around the sharing economy. we are the epicenter in san francisco. we have a role to help nurture the emerging space. there is a lot of value to be created here. i am really excited to be part of the panel seeing all of these great people next to me. >> the people on the panel are going to tell us about their companies. let's come straight down the line. >> i am a co-founder and ceo of viable, a community marketplace for travel experiences. anybody can offer their services to others as a guide, offering touristrs, sailing ships,
revenue streams for our parks, are trying to find new ways to fund public transportation in the city. we're very happy to be working with mayor lee and the board to address a lot of these issues. this will clearly be a busy year for us. another component of our work is connecting the city's robuspro o assistance with our many business partners. this is a core part of mfac original purpose in san francisco. we are focused on building this capacity once again. as everyone here knows, the nature of how cities are doing business is changing. fundamentally. costly federal and state mandates continue to squeeze local budgets. increasing costs are forcing discussions about how we provide services. technology is requiring that we move more quickly than we have in a long time. building a network of partners to support our city government at this time will be more important than ever and will be critical as we were to emerge from the recession. we have a real opportunity here. we also have a real responsibility to help investment and success of our city. spur is committed to making this happen. we
thoughts on the city's economic development? are we on the right track? what would you like to change about the city's approach to developing economies? >> in the chair of the land use committee this year, and i was vice chair last year with our former chair from the bayview hunters point area. i guess i approach land use and economic development from a different perspective. i'm not against development, but i want it to be equitable so we look at the lowest income populations or even middle income populations so that residents have a strong say as development moves forward, whether it is the park ridge said development in the southern, western part of the city or even treasure island with there's many low-income families that currently live there. but it is a strong voice for the residents that currently are there. we also want to see new people moving into the city, and hopefully, we focus also on families and housing that provides better homes and home opportunities for families, but i always say that i support equitable development. i also do feel that big business and downtown interest
of not just the city tradition but the san francisco giants tradition. since we have been in the new ball park, it has been played a total of 573 times after giants wins, including playoff wins and including world series wins. [applause] importantly, you know, we almost lost the giants. in 1993, we made some desperate calls to tony when the team was saved, and we asked tony -- there is only one person that could kick off the new generation, the new era of giants baseball on opening day in 1993, and that was tony bennett. he sang "god bless america" and "i left my heart in san francisco" on that date. it was an unbelievable day. it brought down the house, as did your performance at the all- star game. as did your performance at the world series. you are a huge part of the san francisco giants. as we all know, you have not arrived until you have your own bobblehead. [laughter] last year, we created a created abobblehea -- a tony bennett bobblehead for tony bennett night. it has a voice chip, and when you push the head, it sings "i left my heart in san francisco." tony painte
and i came in second, and i believe that we need to make our city affordable again for working people, the middle class people. it's not an affordable place to live anymore for most working people so that is something i will work on. and i will oppose major land use development because i believe it's a threat to the preservation of our neighborhoods. it's gentifies our city and it makes it basically a hostile place to live in my opinion especially living out in park merced so if you have a progressive on november 6 vote for me. thank you. >> thank you. ms. gavin. >> i am lynn gavin and i'm a pastor and like so many women there are multiple things that i do and we multi-task and kind of boring even though we didn't term that world. i am running because of the corruption and malfeasance at city hall. i got involved and i was angry they didn't disclose to me they wanted to demolish my apartment and which is a violation of the law and with sunshine i began to research and research and now i have 43 pounds of paper in the research and because my case, sunshine case, that found superv
administration to create the electric vehicle infrastructure for the city and began the conversation and the collaboration with the other counties to bring an electric vehicle corridor. it signals our efforts to support the creation of infrastructure to the electric vehicle industry. of course we have encouraged the private automobile creators to join us. today is a wonderful opportunity to do that with a bmw. any of you who noticed the labels in this city, you will certainly noticed the popularity of bmw as a corporation, not only a great company but one that is also on the cutting edge of the use of technology. i want to thank them and welcome them to not only the electric vehicle stage, which they have been working on, but also to this great program they are about to introduce, the drive now and park now technology. joined -- joining us in the car sharing program for their members who want to use bmw products. this idea of cars sharing has been a part of san francisco's objective in creating a more sharing economy. like many other cities, we are congested in our parking. parking i
>> welcome to city hall. thank you for joining us. thank you for coming out. i want to thank members of the board of supervisors. i want to thank them for being here in this joint recognition of our commissioners and members of 14 different bodies that will be appointed today to committees and commissions. i want to thank all the friends and family for joining us. let me say how excited i am this past week, i have been watching a certain convention. next week, we will have an even more exciting convention to watch. it is of course, in the spirit of the expected national, regional, and state elections we are preparing for. it is also a reminder of the importance of our civic duty and all the different departments we have created. public engagement is extremely important to the way we run government in san francisco. it has always been about public engagement. we need the last bodies come a different viewpoints, different economic classics -- classes, ethnicities, and regions of the city to be well-represented on everything we do because that is what makes our city great. it is
and resilience every day. i wanted to take a moment to detail how san francisco is a sustainable seven -- city. being a sustainable city means we are less wasteful. we are leading the nation with over 78% diversion rate. 70% of our waste is recycled, compost, or diverted. being a sustainable city, we are energy-efficient. our energy program is a partnership that we have put together with pg&e and we help small businesses save money on energy bills and reduce carbon emissions. in san francisco, we are also renewable the powered. we have about 3000 solar installations throughout the city and county of san francisco, equalling 19 megawatts of solar. we are also working toward being 100% powered city in the next 10 years. finally, in san francisco, it means we are ev ready. we're making it easier for residents to take charge of their electric cars. the city now operates 50 publicly available charging stations at 15 locations. these are found at city parking garages, at the airport, treasure island, and by the end of 2012, the city will add another 30-40 charges. of note, the public uses the statio
the exact same problems of people asking for more and more people and creating a city where there is very wealthy and very poor people. so i would like to give a quick shout out in that direction to supervisor olague, who is having the san francisco housing authority try to film its meetings. it doesn't even meet at city hall and this is the kind of inequity i'm talking about. we need accountability. so i appreciate that and we need that. thank you. >> thank you, mr. everett. >> i'm the type the progressive who grieves believes that we're only as wealthy as the least among us. so means that in san francisco we can only go as far as the african-american young men and women who have been economically disadvantaged for generations here in the city. we need to provide jobs. with when we talk about green jobs of future and sustainable produce, we need to talk about how to feed the single mothers in those communities. we need comprehensive reforms to bring those disadvantaged communitis with us. we cannot provide those folks with jobs unless we reform our drug policies in san francisco, wh
of the 3000 people but passed away in 1906 from the devastating earthquake, but the rebirth of our city is with us. i have been in all of these other positions where we are always prepared. and we are already engaged in recovery efforts. we were there with a whole staff. we have six we assure you that when the next big event happens, that water system will be there for us to deliver water with that 24 hours. a huge change from depending on this fountain. we are handing it off to generations of youth in the city to understand -- make sure they're prepared. go to our website, it tells you all the things there. iti is about having those items prepared.w we will survive. that is how we get ready and celebrate and honor the people who left us and make sure our city is ready. thank you for being here. congratulations to our survivors. >> very nice job. behind me is a good friend and a great firechief. you go back 106 years. braxton morning. -- good morning. one of the survivors could not be with us. those are amazing changes. it does give us the opportunity to remember what happened. we comme
the densest neighborhoods in the city where one out of three residents do not own a car and as someone who doesn't own a car, two of my favorite modes of transit are car sharing and my bicycle, car sharing because it's convenient not to own a car and my bicycle because it's easy to park, scoot allows you to pick up a bike when you need it but leave it and park it in ways that are easy and i want to thank michael and his team at scoot for innovating this, i'm excited about this for a second reason, we are the city of innovations and where great ideas start and continue, and as someone who ran a tech company, i'm excited that we have the best entrepreneurs, thinking about how the take a great idea and sell it to the rest of the world, the third reason i'm excited has to do something, and i'm going to call out to the chinese press that are here, this is an idea that came from michael's experience in china, he saw on the streets of cities he visited scooters everywhere, i can tell you as a kid of immigrants, every time i visit taiwan, i don't get into the back of a car, i ge

the toughest issues facing the city. welcome, supervisor. thank you for joining us. let's start by talking about your background -- where you grew up, what kinds of jobs you have work. supervisor chu: my parents immigrated to the united states about 30 years ago, and i would say that is probably the most formative part of my background. growing up in an immigrant family, you learn many things. my parents raised me in southern california, and i grew up in the restaurant business. they had a small restaurant at the time, and i was there every weekend, working -- well, not working, eating. having a fried egg roll, wanton, something good. it taught me the value of working hard and what it meant to be part of a small business, a small business -- a small business, small family, and an immigrant family at that. really being impacted by the los angeles riots, when that occurred, put me on the path toward public policy and understanding what it meant to have opportunities and not have opportunities in our various communities. >> why did you choose to live in san francisco? supervisor chu: i came t

was the first american city to develop a water system and to take on as a municipal responsibility water delivery to all of its citizens. when william penn laid out the city, he actually chose a spot of land that had a lot of groundwater. however, by 1730, 30,000 people lived within the first seven blocks of philadelphia, next to the delaware river. well, 30,000 people caused filth in the city and polluted their water sources. the groundwater was not potable. and in one year, 1/6 of the population died of yellow fever. now, they didn't know at the time that yellow fever was carried by mosquitoes. but the health issue was major in that first movement to build a water system. narrator: so they set out to find the cleanest source of water. although the majority of philadelphia's water now comes from the delaware river, early engineers found that development along the waterfront was causing pollution. so their search led them to the nearby schuylkill river. philadelphia developed technologies to pump water from the river into the city. these technologies established engineering concepts that
and that has grown to about $7 million a year. and the final amount is the city's rainy day reserve. the city enacted rainy day reserve about ten years ago and the threshold for depositting to that reserve is when we have a higher-than-expected revenue. and we put that money away for a rainy day during the economic downturn. and in fact what has occurred is that the city has now been able to withdraw from the rainy day reserve because the threshold that was set in the charter is very rigorous. however, the threshold to the schools is not nearly as rigorous. in fact, schools don't even need to have a cut from their allocation from the state in order to draw from the rainy day reserve. they just have to be below a formula that specifies what the cost of living adjustment should be. the cost of living adjustment for the school is rather generous compared to the c.p.i., for example, consumer price index. so the schools have been able to withdraw from the rainy day reserve 25% of the balance in the reserve. so the first year was $19 million withdrawal and $25, 6 and and then we're budgeting $6 mi
at it, we're putting in place an awful lot of things that shape what our city looks like in the future, how our city operates, how we interact with our city. as i started to think about that, i thought, you know, the number of major infrastructure projects going on in our immediate region now are probably -- there are probably more dollars and energy going into that than any time since bart was put through the city. you have the eastern span of the bay bridge. you have the transbay terminal. you have the central subway project. you have the improvement realignment of doyle drive. all of these things are part of the hard wiring of our city that is going to influence the way in which we all interact with it. over the last, say, five to ten years, we have watched as development and interest and people have moved south of market, into mission bay, below that we now that is continuing and we now have projects on the table like the pier 70 project, which ten years ago no one would have thought was a viable mixed-use project, because nobody went there. and that part of it is no longer true.
. poetic and ironic that we areç in san francisco city hall. the original building was destroyed in the 1906 earthquake and fires. two decades ago, it was completely rebuilt because of the loma prieçto earthquake. our fingers are crossed that there will not be any earthshaking today. our deputy administrator will talk about the shape specifically. i wanted to take a moment to thank our host, edwin lee, the mayor of san francisco. he has championed an equal focus on response and recovery. today he is our host in this majestic civil service building, probably the most majestic civil service building in the country. fema can take credit where credit is due. over the last several years we have been expanding especially in catastrophic planning with our partners from the greater bay area in catastrophic earthquake response plans we developed in 2008 and 2009 -- excuseç me, 2010. i wanted to set the stage about what we're here today to keep in the back of our minds. the type of event we're talking about could literally provide çdamages inñr theç scope ofç e kinds of implicati
forward. as a city, we can advocate for more support for the schools. as a former member of the board of education, we do not have control over what the school district, the superintendent, and staffed due. i want to do everything i can as an ally on the board of supervisors to support the financial crisis. that is my intent moving this hearing forward. i want to say, first of all, we will have a couple of presentations from the school district and the city comptroller's office and then we will open up public comment, where a number of people will speak. i went to first introduced monique from the deputy city comptroller and matthew from the san francisco unified school district, the executive director of policy and operations. i would like ask if nancy can come and present on the financial crisis. >> good afternoon writ -- good afternoon. i am happy to present an update on the school district's budget for you. what you have in front of you is a pretty thorough update. i would be glad to respond to any requests to move along a little more quickly if that is something you

's city government. 78% say tourism makes san francisco a better place to live. 80% say that san francisco has a healthy balance of tourists and resident activity and 78% believe it's important to update and modernize the moscone center. that 78% is similar to the numbers that we heard for support of the arena. why expand? interestingly moscone is probably the most successful convention center in the united states. it's not the largest. but persquare foot, it's the most utilized. per square foot it generated the most hotel nights and most revenue of any convention center in the united states. so it's very significant in terms of economic impact. it's basically full-year round. a lost our groups are outgrowing it and need more space in order to stay in town and this benefits not only the tourist sector, but the business sector. it's no coincide that the apple 5 was unveiled there this week or oracle is having their meeting next week. it's the best way to generate more business. the economic impact of the center is significant. we have calculated that we have lost $2 billion in spending be
out what they were looking for in collaborative, interactive work environments. and bringing the city into those work environments, and the connection and the need for amenities like cultural amenities and the arts and food and all of those kinds of things. and so instead of it being design professionals and people in the real estate industry sort of imposing on the world what they think the world wants, it is sort of coming the other direction. if that is, in fact, a new trend, i was not the only person who left that room sort of saying, gee, i feel old, you know? in terms of this is a whole new way in which we're going to now be doing our business in the real estate industry? and i think today's speakers are going to focus on various parts of all of that. and i think that is a large part of what makes san francisco such an exciting environment now. so thank you everybody. what we see now is a bit of an abuse in terms of the number of vendors that the city has leased space to in our parks. and parks and recreation is for parks and recreation and not necessarily should be a place where we are leasing space to more vendors than we particularly need in specific areas. there is a place for vendors, for food vendors for various vendors in certain areas of the parks, but i think we are focusing way too much time on trying to figure out how we generate revenue for the city more so than we are trying to figure out how to make sure that those uses are good uses for the people who use the parks . >> julian davis here. you know, i think we're seeing somewhat of a crisis in our parks and recreation department. i found that the department is severely mismanaged. we have synthetic fields going we have privatization and commercialization of our park spaces. we have rec directors being fired and park patrol officers being hired. we have onerous fees for access to community space, pricing community events out of our park spaces. the question is about whether particular

[applause] >> i graduated from the university of california berkeley with a degree in civil engineering. i started with the department of public works in 1984. in 2003, i was asked to come to san francisco public utilities commission to take the meat on the program. i'm responsible for all the large capital projects for water, waste water, and power. it's about $12 billion of capital projects. we have a lot of projects. our water system improvement program, 80 products that span seven counties. we have a staff of about 400 city employees and about 500 consultants. puc is really embracing technology. we wanted to make sure we really had a system that would elevate all issues so we could address them in a timely manner. as you know, time is money. we have a construction management information system. it is a great tool to help us address construction and make it successful, as it is today. cmis is on
in the south bay and east bay would not share. would you support san francisco using city taxpayer dollars to pay mtc for the cost of providing free muni service to young people in san francisco? in other words, if mtc isn't willing to do it on its own, should the city be paying more money into mtc to get the service out of mtc? >> as a last resort. that would be certainly the last way of funding it that i would look at. there is a continuity problem between the different transportation agencies that make it a little bit unworkable. at this present time i think one of the ways to deal with the issue is to see if the nuts and bolts of it can be tweaked a little bit to make it into a workable solution. maybe that may take a little bit more time, but i don't think as a sort of knee-jerk reaction we need to put the burden on taxpayers. with that being said it's vitally important for people to get around and especially those who can't afford and if you are a young person, i think that is a very important consideration as well. again, the focus should be on tweaking the nuts and bolts of conti

[applause] >> hello. welcome to "meet your district supervisor." we are here with supervisor mar, who was elected in 2008 and is about halfway through his first term. we will get to know them and talk about the toughest issues they have been facing. welcome, supervisor. thank you for joining us. let's start by talking about your background, where you grew up. >> i grew up in sacramento, california, in the south area. went to public schools. ended up in uc-davis. made my way out to san francisco when i was a college student, and i sat in the class is in san francisco state as well, and i remember growing up at that time around clement street. we call the richmond district the new chinatown in the 1980's at that time. just being around the tremendous unique neighborhood,
. hurwitz: city tunnel number 3 will be an opportunity to take city tunnel 1 out of operation and rehabilitate it. city tunnel number 1 had one valve to shut off the whole tunnel. city tunnel 2 had two parallel valves. city tunnel 3 has 32, so there's much more redundancy. lloyd: we're targeting a completion date of 2012 for tunnel 3. and we already are starting to prepare to take tunnel 1 offline. narrator: the construction of tunnel 3 is vital for maintaining the sustainability of new york's drinking water infrastructure. but the pipeline is useless if there's not a reliable supply of clean water within it. hurwitz: the city bought up land around the reservoirs to prevent it from development. it provides assistance to local residents to see that there's no pollution of the reservoirs. it's much more cost effective to prevent pollution and to protect a source of water than to remove it at the drinking water treatment plant. lloyd: what epa said to us was, "you can have an exemption from filtration "if you keep this undeveloped, "and if you can manage the wastewater so that it
